How to (legally) watch tv over the internet without streaming?

I would like to watch tv shows on my PC, but I share an internet connection and the streaming video never works. It’s always choppy, etc.

you can but with a tv tuner and record or watch it, if your by a antenna hookup by… but i dont think over the internet.
